The Minister for Canterbury Earthquake Recovery, Hon. Gerry Brownlee, directed the Canterbury Regional Council (Environment Canterbury) to prepare a Land Use Recovery Plan, in a collaborative partnership with its strategic partners: Canterbury Earthquake Recovery Authority (CERA), Te Rūnanga o Ngāi Tahu, NZ Transport Agency, Christchurch City Council, Selwyn and Waimakariri District Councils.
Fact Sheets summarising the issues and proposed responses for land use, housing and business land in the preliminary draft Land Use Recovery Plan were prepared. FAQs providing answers to common questions about the process and the content of the draft Land Use Recovery Plan were also provided.
The Consultation Report summarises the issues raised and comments made by 180 participants at eleven topic-based workshops and eight information sessions run in November and December 2012.
The process of developing the preliminary draft Land Use Recovery Plan began with the compilation of two background documents:
These documents drew on extensive existing research and provide the essential overview of the land use challenges to be addressed by the Land Use Recovery Plan.
An integrated assessment was carried out in June 2013 to evaluate early in the development process how well the plan met identified sustainability and well-being criteria.
The assessments, led by Environment Canterbury and the Canterbury District Health Board, aimed to assist with, and check on the content of the plan, providing recommendations to strengthen and improve it.
